Il Comitato Organizzatore ritenne di interpretare i principi del C.I.O. con un serio tentativo di rendere unitaria e similare la regolamentazione dei vari sport. Furono affrontate notevoli difficoltà perché le Federazioni Sportive Internazionali disponevano di regolamenti che differivano sostanzialmente uno dall'altro; comunque fu impostato un importante problema che peserà in maniera determinante sul successo e sulla continuità dei Giochi Olimpici Moderni. La realizzazione dei regolamenti tecnici impose uno studio gravoso che fu portato a termine con la collaborazione delle Federazioni Sportive Italiane ed in particolare con la collaborazione delle Federazioni Internazionali competenti, alle quali si dovettero sottoporre, per il benestare, i testi dei regolamenti stessi. La compilazione e la traduzione dei testi richiesero due anni di tempo. Ciascun dei 18 regolamenti fu pubblicato in volume separato in tre lingue, e cioè in francese, in inglese e in italiano. Di questa edizione furono curati 1.600 esemplari di ciascun regolamento tecnico, fatta eccezione per quello relativo alla ginnastica di cui furono stampati 2.100 esemplari.

The Organising Committee decided to interpret the principles of the IOC in a serious attempt to make the regulations of the various sports uniform and similar. Considerable difficulties were faced because the International Sports Federations had regulations that differed substantially from one another; however, an important problem was set up that would weigh heavily on the success and continuity of the Modern Olympic Games. The drawing up of the technical regulations required an onerous study which was completed with the collaboration of the Italian Sports Federations and in particular with the collaboration of the competent International Federations, to whom the texts of the regulations had to be submitted for approval. The compilation and translation of the texts took two years. Each of the 18 regulations was published in a separate volume in three languages: French, English and Italian. Of this edition, 1,600 copies of each technical regulation were edited, with the exception of the gymnastics regulation, of which 2,100 copies were printed.
