Al primo ballottaggio per la scelta della città che doveva organizzare i Giochi del 2004, si erano presentate ben 11 città. Il Comitato Olimpico Internazionale, nella riunione del 5 marzo 1997,  tolse dalla corsa Istanbul, Lille, Rio de Janeiro, San Pietroburgo, San Juan di Portorico e Siviglia. Rimasero in gara Atene, Buenos Aires, Stoccolma, Città del Capo e Roma. Buenos Aires, che si presentava per la quinta volta, fu eliminata alla prima votazione; alla seconda votazione cadde Stoccolma ed al terzo Città del Capo, che non ebbe dalla sua parte tutti i delegati africani. Per la quarta e ultima votazione si affrontarono Atene e Roma. Roma venne sconfitta da Atene per 66 voti a 41.
In the first ballot for the choice of the city to organise the 2004 Games, 11 cities applied. At its meeting on 5 March 1997, the International Olympic Committee removed Istanbul, Lille, Rio de Janeiro, St Petersburg, San Juan de Puerto Rico and Seville from the running. Athens, Buenos Aires, Stockholm, Cape Town and Rome remained in the race. Buenos Aires, which was running for the fifth time, was eliminated in the first ballot; Stockholm fell in the second ballot and Cape Town fell in the third, as it did not have all the African delegates on its side. For the fourth and final vote Athens and Rome faced off. Rome was defeated by Athens by 66 votes to 41.
